Bought from this seller (directly a little cheaper), it seems only problem with device is a mostly dead batteries and locked to PC setup, if anyone have software for these please let me know

These tools use a standard RS232 port for communication, it should not be difficult to connect using a standard serial communications program.

But what commands to use for communication with it? My only experience in communicating with devices via COM port is with APC Smart UPS 1500 but commands were readily available for it

This is true, we should go for attempts with various commands, but certainly very difficult.
